John Locke was an English philosopher who believed that government was only legitimate if it received the consent of the people. He argued that life, liberty and property are rights that all people should have. His ideas greatly influenced many others, including the American Revolutionaries -- the American Declaration of Independence is based on many of his views and ideas.
